What is the Behavioral Health Infrastructure Bond in the U.S.?

The Behavioral Health Infrastructure Bond (BHIB) comes from California’s Proposition 1, passed in March 2024. It’s a massive $6.38 billion plan designed to boost care for people dealing with mental health and substance use challenges.

  • It helps pay for new or improved treatment spaces, supportive housing, and mobile mental health clinics.

  • The program runs through the Behavioral Health Continuum Infrastructure Program (BHCIP), which spreads out up to $4.4 billion in grants.

  • It’s all about making sure people have the right kind of place to get help, not just hospitals or jails.

 

 

 

 

Who is eligible for this funding?

This funding is meant for programs that help:

  • People with serious mental illnesses (SMI)

  • Those struggling with substance use disorders (SUD)

  • Children and youth with serious emotional problems (SED)

  • Folks at risk of homelessness or needing a higher level of care

 

The state focuses especially on reaching rural and remote communities and on projects that integrate multiple services in one location.

 

Who can apply for the Behavioral Health Infrastructure Bond?

Many organizations can go after this funding, such as:

  • Counties and cities

  • Tribal organizations and Native American projects

  • Nonprofit agencies

  • For-profit businesses that team up with local governments or tribes

 

If you’ve got a plan to build or grow mobile behavioral health or other facilities, you’re likely a fit.

 

What are the main requirements?

To get these grants:

  • You have to show your project meets urgent local needs.

  • A pre-application consultation (PAC) is required before you can even fill out the full application.

  • Your project must have a long-term plan so services keep running once the funding is spent.

  • You’ll also need to track and report how your project helps people.

 

PACs are like a planning chat. You tell them what you’re thinking, they help you line up the pieces.

 

How much funding is available?

  • Altogether, there’s over $6 billion on the table.

  • For Round 2 (Unmet Needs), more than $800 million is up for grabs across California.

  • Awards vary based on your project size and location, from small renovations to multi-million-dollar builds or mobile mental health units.

 

Deadline dates to know

  • Pre-application consultations (PACs): They need to be scheduled by August 29, 2025, and run through October 1, 2025.

  • Applications closed: October 28, 2025 at 5:00 p.m. PT.
